A new social framework could, for instance, be new opening hours in schools and kindergartens. why should we not have two kinds of opening intervals: the present and traditional period from 6:00 to 17:00 at kindergartens and from 8:00 to 16:00 at schools and a new period from 10:00 to 20:00 and from 10:00 to 19:00 respectively? Flexible employees need us to develop a different social time structure as an alternative to that of the society of manual labourers that is primarily a society of “early at work and early at home”. An alternative social time structure will give flexible employees possibility to start later and to finish later. The keywords are flexible evenings and calmer mornings.

The development of a society accommodating the ‘owls’ can only take place through development of B-Institutions because our individual decisions are dependent on the structural framework. Naturally, the institutions supporting the familiar time structure of the ‘larks’ shall continue to exist. Yet we imagine an expansion of the existing institutions or a restructuring of their parts in such a way that all society members will feel they are being accommodated.
